VCS WARNING v-16-1-10165 Failover group is not completely offline in cluster

This message indicates that one or more agents are not completing their monitor/probe procedures and VCS is unable to determine their current status.
 

This condition can be confirmed by restarting the HAD engine and evaluating if any particular agents fail to complete their initial probe.

1) From any one node, run 
# hastop -all -force

2) Then from each node, run
# hastart

3) Review the status of cluster using
# hastatus -sum

This will help identify If resources are failing to probe

4) Note down the problem agent types from above output and restart those agent using below commands (Repeat for each system in the cluster)

# haagent -stop -force -sys

# haagent -start -sys
