Cause
In summary, the VCS engine, would not start, as per design, since, the VCS GAB module was not in a "configured" state, hence the GabHandle::open failed errno = 261 message.
Resolution
Before, starting the VCS engine, confirm that the GAB module is in a configured state:

Driver state : Configured
