SmtpServerVrfyOff value is set to false and need to be configured to true.

Note:
If the mail server specified in the SmtpServer does not support VRFY, then you need to set the SmtpServerVrfyOff to 1 in order for the SmtpReturnPath to come into effect.

SmtpServerVrfyOff:
Setting this value to 1 results in notifier not sending a SMTP VRFY request to the mail server specified in SmptServer attribute, while sending emails. Set this to 1 if your mail server does not support SMTP VRFY command. Default is 0.

SOLUTION:

1. Set the "SmtpServerVrfyOff" attribute of the notifier resource value to true
2. Save and close the configuration
3. Offline and online the notifier resource for the settings to take affect
4. Confirm that notifications are delivered if they are then your server probably does not support SMTP VRFY.
