This error has been observed when the diskgroup which contains the volume is not a cluster diskgroup.

Verify that the diskgroup is a cluster diskgroup. This can be done from Veritas Enterprise Administrator (VEA). The properties for the diskgroup should be "Dynamic (cluster)," not "Dynamic (secondary)."
