VCS ERROR V-16-2-13079 () Resource(): The last # invocations of the clean procedure have failed.

The server is not responding to attempts to stop the service.

By default the GenericService clean performs a "net stop" call.  

A registry tunable “KillnClean” can be configured to terminate the process.

‘KillInClean’ is DWORD registry value that needs to be set at:
HKEY_LOCAL_MACHINE\SOFTWARE\VERITAS\VCS\BundledAgents\GenericService\__Global__
OR
HKEY_LOCAL_MACHINE\SOFTWARE\VERITAS\VCS\BundledAgents\GenericService\
