VCS ERROR V-16-2-13064 Agent is calling clean for resource because the resource is up even after offline completed.

VCS ERROR V-16-2-13077 Agent is unable to offline resource . Administrative intervention may be required.

This error occurs when VCS detects a clustered resource is still online even after it has issued an offline request. The VCS agent sends the offline command to the operating system (OS) and waits for the OS to complete the operation. The reason why a resource fails to respond to an offline request varies. In many cases, the resource is found to be in an unresponsive state. Manual intervention, outside of VCS, may be required to shut down the resource.

Review the agent log associated with the resource type and/or OS logs to determine why the resource is unable to go offline.  Resolve the issue to allow resource to go offline in VCS without intervention.
