Resolution

The CVM disk group was created with SF 5.0 and the server at the DR site attempting to import the third copy of the disk group was running SF 4.1.

An attempt to force import with the -C flag to clear hostid from disk group private region and the -f flag to force import also failed with the above error message.

VxVM 5.0 creates disk groups with a version number of 140,  but VxVM 4.1 has no knowledge of this disk group version. Therefore the server at the DR site needed to be upgraded to VxVM 5.0 before the third copy of CVM group could be imported. Once this server was upgraded, the diskgroup was imported using the -t flag to clear CVM/cluster locks, the -C flag to clear hostid from the private region and the -f flag to force import.
