These are harmless messages are logged within /etc/vx/dmpevents.log prior to the Device Discovery Layer making HBA API calls. You will notice these messages before and after paths are lost, or disabled via vxdmpadm, or if there is no storage for DMP to discover, yet a fabric is present.
Following calls to the HBA API you will notice the following messages:

Mon Nov 17 08:48:27.000: Reconfiguration is in progress
Mon Nov 17 08:48:27.000: Reconfiguration has finished
Mon Nov 17 08:48:27.062: Failback issued for Dmpnode sdd with quiescing
Mon Nov 17 08:48:27.062: Failback issued for Dmpnode sdd with quiescing
Mon Nov 17 08:48:27.062: Failback issued for Dmpnode sde with quiescing
Mon Nov 17 08:48:27.062: Failback issued for Dmpnode sde with quiescing
Mon Nov 17 08:48:27.062: Failback issued for Dmpnode sdf with quiescing
Mon Nov 17 08:48:27.062: Failback issued for Dmpnode sdc with quiescing
Mon Nov 17 08:48:27.062: Enabled Controller c1 belonging to Disk array emc_clariion0
The above was logged after disabling a path via `vxdmpadm disable ctlr=c1`.
