VCS WARNING V-16-10001-7505 (GD-WLAN-AAA-1) NIC:csgnic:monitor:(0) is less than or equal to (0): Resource is offline

NIC resource monitor procedure will use "netstat -in" to track ths resource state. The agent compares the "Ipkt" count when no "NetworkHosts" is set .

When netstat command have some problem and the "Ipkt" column always return as "0", NIC resource will offline

Set NetworkHosts attribute for NIC resouce, after that, NIC agent will use "ping " instead of netstat command, which avoid the problem from "netstat" command.
