Cause
It found to be from hares -display, Parent Mount resource IState shown as waiting to go online instead of not waiting
hence the Child DiskGroup resource cannot be made offline.
Resolution
Flush the service group and attempt to offline the Child resource.
# hagrp -flush

# hares -offline testdg -sys rdgv240sol02
