Resolution
The VRTSacclib can be found in the Agent Pack tar file:
e.g. cd1 /linux/generic/vcs/application/acc_library/version _library/rpms
and then install VRTSacclib:
# rpm -i VRTSacclib-5.2.4.0-GA_GENERIC.noarch.rpm
