Syslog file will have below entries when HAD is failing to start.
May 26 03:57:51 hpsys1 Had[21031]: VCS NOTICE V-16-1-53021 Diagnostics directory moved to /var/VRTSvcs/diag/had.1369511871, please check its contents and contact VERITAS Support
May 26 03:57:51 hpsys1 Had[21031]: VCS ERROR V-16-1-12038 Exiting: Cannot chdir /var/VRTSvcs/diag/had.
Also core file in /var/VRTSvcs/diag/had/had-#### directory will have below info

Resolution
Install the HP patch PHCO_43449 for rtsched.
The issue is seen with 6.0.3 release of VCS. It is likely that customers may hit this issue with older releases of VCS when customers upgrade OS to HP-UX 11i version 3 March 2013 update.

Issue/Introduction
With HP-UX 11i version 3 March 2013 update, the high availability daemon (HAD) fails to start when rtsched command is used to run system commands like mkdir. The rtsched dumps core when -s option is supplied with value SCHED_HPUX. The high availability daemon (HAD) terminates as it cannot create the diagnostics directory /var/VRTSvcs/diag/had and cannot change the current working directory to diagnostics directory.
