Error V-16-13-18: CmdServer service is not running on system: .

Network binding order is incorrect.

Make sure the primary NIC is at the top of the network binding list.

Where to set binding order:

1. Open Control  Panel

2. Advanced -->  Advanced Settings

3.  Move the public NIC to the top of the list.

To Set the Primary NIC on a Windows 2008 r2 Server

1 . Start -> Control panel
2.  Under “Network and Internet” click “View network status and tasks”
3. Select “Change adapter settings”
4. Tab ALT key and menu bar appears 

5. select Advanced -> Advanced Settings.
