The internal policy module logs this message when it needs to select the best possible candidate system for bringing a group online. The policy module goes through all the systems in the SystemList for the group until it finds a suitable candidate(s).

None. This is an internal message for auditing or debugging purposes. You should not suppress this message; however, if you must, set the group's DisableFaultMessages to 1 or 3. Note that this will make the VCS engine not log any of the fault messages for the group.
