Problem happens because the following registry key is not created. 

   HKEY_USERS\Software\"UserName"\Putty\SshHostKeys"

We need to copy the registry key manually from registry

   HKEY_CURRENT_USER\SOFTWARE\\Putty\SshHostKeys

Copy the bold highlighted key to : 

   HKEY_USERS\SOFTWARE\\Putty\SshHostKeys
