Cause
The cause was a permissions problem on /tmp, with the clue being "cannot create"
Resolution
The following command was run such that the machine's /tmp permissions matched both the machine in the Veritas lab and another machine the customer had where the issue was not seen:
# chmod 1777 /tmp
The install of VRTSvxfs then completed fine.
