The cause of the missing file was unclear. 

copy the file from where it was located:

# cp /etc/vx/dcli/sfm/conf/dcli_conf.ini /etc/vx/dcli/conf/dcli_conf.ini

note that the "conf" subdirectory may have to be created

vxdclid was then restarted:

/opt/VRTSsfmh/adm/dcliunsetup.sh

/opt/VRTSsfmh/adm/dclisetup.sh

The vxlist command then ran without error.
