Cause
Disk is marked as write protected by Windows
Resolution
Use diskpart to clear write protection
Open diskpart through Windows command line
DISKPART> list disk
DISKPART> select disk
DISKPART> attributes disk clear readonly
DISKPART> online disk
Attempt to write signature using VEA
Refer to Related article if unable to launch diskpart
