The default installer package Veritas_Infoscale_7.4.1_Windows.zip/Veritas_Infoscale_7.4.1_Windows.iso contains support for OS versions lower than 2019.
Support for Windows Server 2019 was introduced via a separate 7.4.1 installer.
Resolution
To obtain support for Windows Server 2019, ensure to download either Veritas_InfoScale_7.4.1_Windows_2019.iso or Veritas_InfoScale_7.4.1_Windows_2019.zip installer package.
Launching the setup.exe from either of the mentioned installer packages will provide the below highlighted information: Supports only Windows Server 2019 Editions
